Why? Windows Phone is already fragmented. In case you forgot about the entire NoDo debacle, that's fragmentation--when phones are receiving the same core update at different times. While it's nothing as severe as Android where not even one software update is guaranteed to the end user, Windows Phone is still already fragmented. In the future, Windows Phone's actual hardware fragmentation will be similar to that of iOS where a Generation 1 device may not be compatible with an app that was written for Generation 3. So don't start panicking and rioting in the streets--the overwhelming majority of Mango apps most likely won't affect current devices.
